I didn't find her cold at all. She was suppressing her own feelings and desires for the sake of her daughter. To behave romantically with Thomas would just make it harder for both of them to make the responsible decision.

Despite a preposterous premise I did enjoy this. Well done.

There never was any follow-up on the agents(?) who were pretending to be local police.

I liked the bit where Higgins notices one of the lads has his foot on Thomas', and he realizes they will be okay.
