Ok I did some research and found out the girl who took Tina Machado's place in 1985, also competed in and won the Miss Hawaii pageant in 1986. So this girl, Ms. Costa, was Miss Hawaii for two years. Tina Machado took 8th place in the Miss USA pageant in 1985.

Yeah looks like they stripped her of the title after the USA pageant which doesnt make sense. So it seems like she didnt complete her full reign.
