I've been wracking my brain but I just can't seem to recall the episode in which this is said. Almost certain Higgins said it to Magnum.
Any help?

Doesn't sound like something Higgins would say, unless it was reversed. Are you sure you got the quote right?

Ugh. I really do feel those were the words and it was Higgins to Magnum.
