They must have had a list of extras that they could call on short notice, especially for beach scenes like this where many people needed to be placed in the background. Perhaps she was simply a local who they put on their short list?
Asking Larry Manetti sounds like a good idea, someone should do that. Might be a long shot though. I'd have a tough time remembering an acquaintance from 28 years ago.

I'm sure she was a local extra. I worked in television production for a few years, and saw many of the same extras repeatedly. Some agencies even specialize in "wrangling" extras. There's nothing last minute about it. The call sheets would list number of extras needed and for what purpose. For some films the numbers are massive, as in hundreds, for establishing shots and the like.
I doubt Larry would remember her, but it's possible.
